Introduction

Ministry of Ports, Shipping and Aviation (Then State Ministry of Tourism) was established under the Extraordinary Gazette Gazette No. 2289/43 dated 22nd July 2022.

The main objective of establishing the Ministry is to assist in the formulation of policies in relation to the subject of Ports, Shipping and Aviation under the direction and guidance of the Minister of Ports, Shipping and Aviation in conformity with the prescribed Laws, Acts and Ordinances and implementing, monitoring and evaluating subjects and functions of the institutions which are under the purview of the Ministry.

"To make air transport services efficient, safe, and user-friendly with a view to improve the efficiency of the relevant economic sectors."

Functions of the Aviation Division (Ministry of Ports, Shipping and Aviation)

  • Formulating National Civil Aviation Policies, Regulations, Orders and directives with the recommendations of the technical aeronautical authorities.
  • Promptly for the utilization cities at optimal level of efficiency.
  • Development of domestic airports including the Nuwara-Eliya airport.
  • Initiating commercial operations and improving the facilities at Mattala Rajapaksa International Airport.
  • Initiating actions to upgrade the SriLankan Airlines up to a high international standard.
  • Expanding the air cargo facilities.
  • Handling Bilateral Air Services Negotiations and Communicating timely for the benefit of the country.
  • Presiding National Air Transportation Facilitation committee (to coordinate inter-ministerial and inter-departmental duties and responsibilities to facilitate Air Transportation of the country adhering to the recommended practices by the International Civil Aviation Organization Annex 9).
  • Submitting Cabinet Memoranda on the subject of Civil Aviation to obtain special approvals from the Cabinet of Ministers.
  • Implementation of National Aviation law under the recommendation of International Civil Organization and Director General of Civil Aviation of Sri Lanka.
  • Implementation of the power vested to the Minister responsible for the Subject of Aviation by all the Civil Aviation related Acts.
  • Facilitating and co-ordinating with other Ministries, Departments and statutory bodies for the interest of civil aviation activities.
  • Handling SCAPC and MPC procurement activities of institutions under the purview of the Ministry.
  • Coordinating between the National Operation Center for Prevention of Covid-19 and the AASL.
  • Assisting Civil Aviation Authority of Sri Lanka to regulate International & Domestic civil aviation.
